Fenshui Town in Tonglu, Zhejiang, is known as the "Hometown of Chinese Pen Making." The Fenshui River, the largest tributary of the Fuchun River, runs through the town, giving it its name. Viewed from above, a grand avenue spans across the river, with nearly 900 pen-making and supporting enterprises distributed along its route. From raw material supply, mold processing, and component manufacturing to complete pen production, logistics and transportation, and trade and sales, a complete pen-making industrial chain is thriving.

In 1974, the town began producing its first batch of bamboo ballpoint pens; in 1976, plastic-barrel ballpoint pens entered mass production. Thereafter, as market demand grew, pen-making processing gradually evolved from household workshops to specialized production, with more and more enterprises joining in and the industrial chain continuously extending. By the end of 2002, Fenshui Town was awarded the title of "Hometown of Chinese Pen Making," and the local pen-making industry entered a new stage of development.

Data shows that in 2025, this small town with a permanent population of only 60,000 achieved a total pen-making industry output of over 8.5 billion pens, with ballpoint pen production accounting for approximately 35% of the national market share and annual output value exceeding 8.2 billion yuan. It has formed a pen-making industrial cluster featuring one hundred-million-yuan pen-making enterprise, five hundred-million-yuan cultivation enterprises, and a group of technology-based growth enterprises developing in synergy, covering categories such as ballpoint pens and gel pens with strong supporting capabilities. From January to August 2026, 90 pen-making enterprises in Fenshui Town with self-operated export qualifications completed export value of 425 million yuan, a year-on-year increase of 33.88%, while the national pen export sector was under overall downward pressure during the same period.
